I have been thinking about how the new digital tv spectrum can be utilized effectively and how stations across the country could benefit from caring a white label news channel that could fit in with their own community but have access to national bank of reporters, meteorologists and anchors all contributing to a news service that could give each tv market national reach.
Lets play a game here, lets take two station groups that work closely together and are trying to create a broadcast management service to manage both groups stations. Tribune and Local TV, LLC. are those two groups. With a combined 40 stations that covers the nations largest and medium sized tv markets, these two companies could utilize the staff of each station to contribute to this service and customize to each market.
Just for the sake of making it easy lets call the channel ” Non Stop News” and at this channel each station could have a story reported by a reporter in New York City and distributed among affiliated stations without having to have the reporter standing by for each station or re-editing the story for each station. It could be just certain subject areas that could be contributed like business, politics, entertainment, technology, and health so that stations could cut down on traveling costs.
And by cutting some costs of traveling the stations could retain staff instead of having to cut staff due to budgetary constraints they could keep or hire more after having the capability to sell more advertising space on a new channel with the purpose of also gaining national and regional sponsors through a collective sales department that could be created for the service.

That would be a great Idea for them this would expand the Tribune reach and the Local TV group. Plus it would bring a lot more staff jobs like you said for departments needed to operate.
